Rachel Brand, No. 3 official at DOJ, is stepping down
The New York Times did not say that Trump's attacks on the Mueller probe were the reason that Brand was resigning. He also criticized Sessions in July for not firing McCabe. If Rosenstein resigned, that authority would have fallen to Brand under the department's succession line.
"Rachel Brand is a lawyer's lawyer", Sessions said in a statement.
White House counsel Donald McGahn said: "Although the President is inclined to declassify the February 5th Memorandum, because the Memorandum contains numerous properly classified and especially sensitive passages, he is unable to do so at this time".

The news comes a week after Trump approved the release of a classified memo by congressional Republicans that portrays the Russian Federation investigation as a product of political bias against Trump at the FBI and Justice Department. With her gone, the next person in line is Solicitor General Noel Francisco.
