South Korea seized a Panama-flagged ship on suspicion of breaking international sanctions by supplying oil to North Korea

He appeared open to the prospect of sending a North Korean delegation to the upcoming Winter Olympics, which will be hosted by South Korea at Pyeongchang in February 2018.

South Korea has seized and inspected a Panama-flagged ship suspected of selling oil to North Korea at sea in violation of United Nations sanctions, maritime authorities said, according to Yonhap News Agency reported.

SEOUL, Korea, Republic Of - South Korean authorities have seized a Panama-flagged oil tanker suspected of evading global sanctions by trading with North Korea, officials said Sunday.

"The government proposes (to the DPRK) holding a senior-level inter-governmental dialogue of the South and the North (Koreas) on January 9 at Peace House in Panmunjom", South Korean Unification Minister Cho Myoung-gyon told a press conference.

President Moon Jae-in called for swift measures to realize North Korea's participation in the PyeongChang Winter Olympic Games here on Tuesday, one day after the reclusive North Korean leader hinted at a resumption of inter-Korean dialogue to the end.

Analysts say Kim may be trying to drive a wedge between Seoul and its ally Washington as a way to ease global isolation and sanctions against North Korea. But if there are talks, they would be the first formal dialogue between the Koreas since December 2015.

Even so, Trump has also floated the idea of friendship with Kim on occasion, and has called on him to "make a deal" on North Korea's nuclear and ballistic missile programs. Trump has nicknamed Kim "Little Rocket Man" and referred to his weight, while the North Korean leader has called the USA president a "dotard" and warned of the "highest level of hard-line countermeasure in history".

But Mullen also said that Trump has disrupted long-held views of the USA role in the world, and that America's enemies benefit from that uncertainty.

The New Year's address is an annual event in the North and is watched closely for indications of the direction and priorities Kim may adopt in the year ahead.

After reiterating that his country had "completed" its nuclear deterrent against the United States - a fact that its state media proclaimed following the successful flight-test of the Hwasong-15 intercontinental-range ballistic missile on November 29 - Kim added that he had a "nuclear button" physically installed on his desk in his office.

South Korean president Moon Jae-In last month proposed delaying Seoul's annual joint military exercises with the USA until after the Games to ease the situation.
