About five students have lost their lives with one security guard.
"We can not confirm the number until we liaise with the hospital", Mr Matata told journalists in Lodwar town, the county's capital, before leaving for the school, which is about 200 kilometres from the Kenya-South Sudan border.
Turkana County Commissioner Seif Matata told Kenya's Daily Nation newspaper that the suspect "was heard telling fellow students that he is going to burn the school or he will come back and avenge because of the suspension".
Kibunja says a key suspect is a senior at the school who was suspended last week after he was found fighting and had vowed to take revenge. The boy is accused of returning to the dormitories with two accomplices.
Turkana governor Josphat Nanok said 18 people suffered bullet wounds in the attack.
Matata alleged that a suspended student, identified by officials as 20-year-old Abraham Lochor from South Sudan, led the raid. "The security arms should follow the matter to ascertain the true motive and bring those behind it to book", he said. "It's unfortunate", said Turkana police chief Ronald Opili.
According to the Kenya Red Cross, 10 surviving students are being treated in local hospitals while 10 others with serious injuries have been referred to the Moi Teaching and Referral Hospital.
