The hardships on Puerto Rico have largely overshadowed similar struggles faced by the neighbouring US Virgin Islands, slammed by two major hurricanes - Irma and Maria - in the span of a month. Instead, those supplies are still piled up, waiting for the trucks, drivers and fuel needed for distribution.
