Defense Secretary stalls Donald Trump's trans military ban for the time being

The announcement comes just days after President Donald Trump signed a memo directing the Pentagon to bar transgender people from entering the US military and directing Mattis to decide how to handle active-duty transgender troops.

Back when the initial tweet storm happened, the President argued that the cost of trans military members was far too high for the government to continue to support.

Trump directed the Pentagon on Friday to implement a ban on transgender individuals from enlisting in the military, which he first announced in a tweet.

The Rand study looked at the effects of integration efforts of foreign militaries and determined "little or no impact on unit cohesion, operational effectiveness, or readiness".

"Though Defense Secretary Mattis appears rightly troubled by the president's action, his statements do not change the directive nor has he been given the power to retain transgender service members indefinitely", Strangio said.

Trump's memo instructs Secretary of Defense James Mattis to further explore how to handle transgender people now serving in the armed forces and orders the Pentagon to stop paying for gender reassignment surgeries, except in cases that are already in progress to "protect the health of an individual". And that's why Mattis ordered his study: to determine if new transgender recruits are worth that investment. To that end, I will establish a panel of experts serving within the Departments of Defense and Homeland Security to provide advice and recommendations on the implementation of the president's direction.

Trump's order by tweet on July 26 caught the Pentagon by surprise.

That doesn't mean the confusion is over, as reports have come out that Mattis has enacted a freeze on the policy so that transgender soldiers can continue to serve pending a "study by experts."

On Aug. 29, Mattis disclosed that transgender troops would continue serving in the US military pending the results of a study on their "deployability".

Mattis has previously expressed that his main concern is military readiness and not political issues.

While Trump has said that the U.S. won't allow transgender people "to serve in any capacity in the U.S. Military", he has maintained a similar divide.
