Hartzler says her amendment is meant to prevent the military from paying for transgender surgeries but explains that her motive is "to ensure that our military is the most effective, efficient and well-funded fighting force in the world".

"There are many problems, but funding transition surgeries with tax dollars is problematic because the surgery is very costly", Hartzler told CNN.

"To be clear, this vile amendment is a vicious attack on service members who are sacrificing so much and putting their lives on the line for our country", said Ashley Broadway-Mach, president of the American Military Partner Association. To prepare for "transgender inclusion", the Army is reportedly instructing women soldiers to accept sharing public showers, restrooms and barracks with gender-confused "transgenders", including men who call themselves "women" yet still possess their inborn male genitalia intact.

Katko, R-Camillus, and Tenney, R-New Hartford, who represent Central New York, were joined by Upstate Republicans Elise Stefanik, R-Willsboro; Tom Reed, R-Corning; and John Faso, R-Kinderhook, in opposing the GOP amendment. The Pentagon lifted the ban on transgender troops serving openly in the us military last summer, but retained the ban on transgender recruits.

Hartzler has claimed that the cost of gender transition surgeries would cost the military $1.35 billion over the next ten years.

Just under an hour later, the House of Representatives narrowly voted down Hartzler's proposal 214-209, to audible cheers from the House floor.

Had the amendment passed, it would have restricted funds available to the Department of Defense to go toward transition-related health care affecting thousands of transgender members of the armed forces and military families.

In 2016, then-Defense Secretary Ash Carter ended the ban on transgender people being able to serve openly in the military. "This amendment is a mean-spirited, unconstitutional attempt to impede the recruitment of openly transgender individuals who want to serve their country".

Republican Rep. Vicky Hartzler of Missouri had previously attempted to amend the spending bill with a measure to fully repeal a policy enacted previous year, under the Obama administration, that allows transgender people to serve openly and receive transition related care. All the House's Democrats voted against it, as did 24 Republicans. "The Hartzler amendment undermines readiness by arbitrarily limiting medical care for transgender service members".

A smattering of Democrats gathered to oppose the amendment offered by Rep. Vicky Hartzler, R-Mo., quietly gasped.

The homosexual-"transgender" lobby organization Human Rights Campaign (HRC) today railed against the new Hartzler amendment, saying the revised amendment "was given the green light by House Republican leadership late Wednesday".

The amendment would have prohibited the Pentagon from paying for gender transition treatments like hormone therapy.

According to a study by RAND, the cost of providing the medical treatment is relatively low.

"With the challenges we are facing across the globe, we are asking the American people to invest their hard-earned money in national defense".
