The FBI and at four congressional committees are probing Russian meddling in the 2016 presidential race, including potential collusion between Trump's campaign and Moscow.
The Trump administration was initially going to link returning the compounds to having Russian Federation permit renewal of construction on a new American consulate in St. Petersburg, according to a report by The Washington Post.
"In Washington, the USA side said that in the near future it will hand over proposals to us on how to settle the situation", she said, the state-owned TASS newswire reported.
Kremlin aide Yury Ushakov told Sputnik on Wednesday that Russia is "taking into account the hard internal political situation for the current [U.S.] administration" but is willing to reciprocate for what he called the "expropriation" of Russian property "if these steps are not somehow adjusted by the USA side", in reference to the current terms of an agreement to return ownership.

The December steps taken by Obama, including the seizure of the Russian compounds, were the most recent additions to a sequence of sanctions placed on Russia by the USA and our European allies in response to Russian aggression.
President Barack Obama had charged the compounds - one near New York City and the other on Maryland's Eastern Shore - were being "used by Russian personnel for intelligence-related purposes" and gave Russia 24 hours to vacate them. However, shortly after, Secretary of State Rex Tillerson said that they had "dropped any linkage" between the compounds and the consulate, according to the Post. Russian officials repeatedly asserted during meetings with USA diplomats that Obama's action was illegal. This construction was suspended after America imposed sanctions on Russian Federation in 2014 for its invasion of Ukraine.
For decades, Russian Federation asserted that it used the compounds as luxury event spaces where United Nations officials and ambassadors could enjoy recreational activities and carouse in comfort, but according to the Post, the USA has long suspected the properties were actually spy sites. The Kremlin imposed the freeze in 2014 after the US placed wide-ranging sanctions on Russian Federation in retaliation for its annexation of Crimea from Ukraine.
