In his order, Justice David Wiggins denied a request to enjoin the governor from signing the bill, but granted a temporary injunction staying enforcement of the three-day waiting period under the full court could consider the matter. The bill will go into effect immediately when signed.

Clapman argued the mandatory 72-hour waiting period would create an undue burden on patients by forcing multiple appointments, noting low-income rural patients would struggle the most with such guidelines.

The Iowa Supreme Court has granted the ACLU's and Planned Parenthood's emergency request for a temporary injunction to block provisions of a new abortion signed by Gov. Terry Branstad Friday morning.

The injunction enabled 44 women who were scheduled for abortions on Friday to keep their appointments.

"This is going to delay women for longer than 72 hours", she said.

The lawsuit filed this week does not challenge a separate ban on abortions after 20 weeks of pregnancy that also is part of the measure.

Seventeen of these states ban abortion at about 20 weeks and after.

Iowa Secretary of State Paul Pate assures Iowans that voting participation will maintain its high standard nationally, and maybe build upon it under this new law.

However, Branstad on Thursday praised the Legislature for passing the bill and a separate measure earmarking state money for family planning at clinics that do not provide abortions. The court will then decide whether to extend the short-term injunction.
