Trump's Visa Target: Who Comes from Where?

21 April 2017, 11:21 | Amanda Barker

Canada changed its policy on pricing its domestic milk to cover more dairy ingredients, leading to lower prices for Canadian products including ultra-filtered milk that compete with the USA product.

U.S. President Donald Trump's "Buy American, Hire American" executive order on Tuesday left questions about how the government would enforce the order and whether it would make a real difference in output and employment, according to steel executives and analysts.

According to the executive order signed by Trump, the Secretary of State, the Attorney General, the Secretary of Labour, and the Secretary of Homeland Security shall suggest reforms to help ensure that H-1B visas are awarded to the most-skilled or highest-paid petition beneficiaries. "Developing incentives to buy American-made products and hire American workers is a key part of the President's commitment to job growth and stimulating our economy".

"There are likely provisions in it to make sure H-1B visas are going to their intended goal and are not being abused by corporations to down cut American wages and cause layoffs and unemployment", Wolf said. "This will stop", Trump told an enthusiastic audience in Wisconsin before signing the executive order.

The country that's going to be affected the most by this new order is India, and several politicians and business leaders have already voiced out their concerns towards the new restrictions of the program that are going take place. Trump now has only a 41 percent approval rating in the state.

Trump will sign the order in Wisconsin, a state he won last November with an appeal to blue-collar workers and a promise to revive manufacturing jobs.

Trump said the USA wants to negotiate with Mexico immediately, but we have all of these provisions that delay the process.

Tech companies contend the programme is used to recruit top talent, but some of the H-1B visas are also used for outsourcing firms.

"The current campaign to discredit our sector is driven by persistent myths, such as the ideas that H-1B visa holders are "cheap labor" and "displace American workers" who 'train their replacements, ' none of which is accurate", the Indian industry association said.

On April 18, US President Donald Trump will sign an executive order to overhaul the H-1B visa programme. "The H-1B program was created to fill gaps in America's workforce with highly-skilled foreign workers, but as we've seen in recent years, the program has been abused and exploited at the expense of American workers and most- qualified foreign workers", he said.

Instead of bold action promised previous year by then-candidate Trump on the North American Free Trade Agreement, on China, and free trade agreements, the new administration has "not shown much evidence of doing so", said KeyBanc Capital Markets steel analyst Philip Gibbs. The policy would force projects like new, retrofitted and expanded US pipelines to use steel made in the country.

The trip brought Trump to the congressional district of House Speaker Paul Ryan, but Ryan was out of the country on a congressional trip.

Trump said Canada has been "very, very unfair" to dairy farmers and "we're going to start working on that".
