West Virginia governor vetoes 'bull you-know-what' budget with cow dung

West Virginia's governor thought the state legislature's budget was a heaping pile of poop.

The Democratic governor publicly presented a tray of actual bull manure Thursday in the state capitol as he announced his veto of a Republican-backed budget package - leaving no doubt what he thinks of it. "I hope and pray that the silliness will stop", he remarked.
