White House officials offer change to health care bill

But the problems that plagued the GOP two weeks ago - divisions among moderates and conservatives - haven't gone away.

It is not clear how a new health care bill will come together, with deep divides among Republicans and little interest in cooperation from Democrats.

As for when a plan might be voted on, while some conservatives liked that negotiations were still on going, they did not want to go too fast.

Under the new White House plan, states could apply for federal waivers to gain relief from certain ACA coverage requirements including one that prevents insurers from charging higher premiums for sicker individuals.
